To become a full partner , you need to apply through a network such as :

Just search YouTube partnership and it should bring you to a page where you can monetize your videos.

You can go directly through youtube and use adsense.. of you can do what shane said.. most networks have some type of requirements when it comes do daily views and subs on your channel
 
alright, another question then.. I see people making gameplay commentaries for videos such as Battlefield 3, Call of duty etc.. and people like The End monetize their videos but everytime I try to it says I need proof of permission or w/e to monetize the video content, the game specficially that i play is Planetside 2
