I dunno about FREE but I got PS CS2 on ebay for like £10. Adobe have stopped updating it now so you can get it for cheap! Look out for things like that...it isn't the most up-to-date version, a few years old but its defo good enough for pretty much anything Youtube related!
 
Gimp is your best bet. Photoshop is kind of a waste of money in my opinion. Unless you get it for a LOT cheaper. But yeah, Gimp is your best bet. Free, Professional photo editing software where you can create awesome logos and banners for your channel!
 
If you are looking for something super easy to use and free check out picmonkey.com. It is not the most professional site ever, but you can create some really cool stuff and it only takes like 10 minutes to figure out how to use everything.​
 
Yeah I'm another GIMP person. I create all my GFX stuff with a combination of Paint and GIMP.

Really sorry to let you know but CS2 is free from Adobe's website. :p

I use Adobe Photoshop CC.
 
If you have an iPad, inkpad (free) can help you make a banner much faster than on any computer. I used it for designing logos, websites & preety much anything related to design. Its vector based & behaves just like Adobe illustrator for touch
