Any software where you can crop videos?

Hey!

I use TrakAxPC, and while it is a pretty awesome editor in my opinion, but I found that there's no effects to clone. I don't/can't buy another editor, so that's out of the option. I figured if there's a way I can crop a video and then put it with the other one cloning might work.. can't really explain it that well.

My real question is;
Is there any free or cheap software, or anything, that crops videos? Without ruining the quality?
