I applied for Machinima about a month ago and I got a email yesterday saying this

"Welcome to the Machinima Knowledge Base
Please click the link below to create a password and login."

Does this make me a partner and can I start monetizing my videos?

You can always monetize, partner or not.
But if you have not been sent a contract you likely have not been accepted.
Though it may be a start, try to create a account and see :)
 
You're sure you applies for a Machinima partnership? :P
and not for a forum called Machinima or something, because on the channel you have on YTtalk you have very low stats to become a Machinima partner, if you have an other channel that received the mail than don't mind this post xD
Just think it's weird for that channel.

No because I'm under 18 so i dont think it'll come to me. Would it come to my mum because I put her email as the parent/guardian's email.

Well then you're not a partner. You need to sign a contract to be partnered with Machinima or any other network.
