I signed the content licence agreement with youtube (google). I just got a new account from google. (after the contract). How can I associate with the account with the agreement. So how can I start using YouTube CMS of my account.

You cannot just get a cms account, Unless you hold exclusive rights to something that might otherwise be reuploaded on Youtube. (Your original videos do not count, Only legally copyrihted content count).
So you file an application for youtube and you wait for a reply.
Because there's only a few cms accounts out there, Youtube does not give it to just anyone.
