Overlay and Pre-Roll are independent. A video with a preroll can also have an overlay ad. So disabling overlay is a waste of time (and money).

If you're not going to read what I posted, don't quote it back to me. Multiple ads can be shown on one view, which means you never get an overlay ad instead of a pre-roll. If both are available, both will display on the same view.

Because the two ad formats are independent of each other. YouTube determines if they have a pre-roll available based on the consumer that is watching, not on your other ad settings.
