Ad breaks every minute?

What is the rule with ad breaks? Like, couldn't you just manually put in ads every minute and make a ton of money? From what I understand, if you do that then banner ads show up every minute and video ads show up every 7. Is that correct? I'm not planning on doing this, I'm just curious as to how they work. Thanks
 
I am not sure either,but I think its forbiden to jsut spam peoples with ads on every minute.I might be wrong,but for ex. on 15+ minutes video I use maximum 3 ads,or I click suggest ad breaks and youtube automaticly put ads on proper places.So One day I tested that and it appears that youtube ussaly puts 2-3 ads on 10-15 minutes videos.So maybe that can be some norm on what is allowed.Also I tryed to do quick google search about this is came across youtube help page(official) and they seem to explain how to do it,they dont say anything about how much is allowed. So as I said,maybe I am wrong.But with some logic and if you see for ex that Adsense is forbiding more than 3 ads per page on webiste,that means that they infact dont want peoples to spam ads on websites,could be something simialr on youtube? Cuz tbh I would proably leave video with bunch of ads on short 10-15 minute video,and some people maybe would report such a video for ad spamming.So yeah I beleive it has to do something with ads spamming and they will probably not allow it. But maybe I am wrong :)
