playlist help

It used to be easy to contact someone to ask if a video you have made can be on someone's playlist. It seems almost impossible these days. Is there still a way you would recommend? Thanks

I want to manually change the order of my list of playlists. Why is this not an option? Or am I missing something? To clarify, I know how to change the order of the videos within a playlist but there doesn't seem to be a way to reorder the list of playlists to your liking. I hope I'm just stupid...
