YouTube Adsense help?

Hey guys I need some help. With YouTube adsense, how exactly do I set up an account. I've seen things about it where you pay money and then you earn money. I don't exactly know what to do. Do I have to pay to set up an account? Because partnerships require you to have 1.
 
I see you only do gaming videos so I recommend you DO NOT MONETIZE WITH ADSENSE.
You don not own the game rights so you will be shut down when they find out.

When a network as you for it just make one at http://adsense.google.com, but no not monetize till they say so.
