Why can't these videos be monitized?

Hi. My youtube account consists of videos of my mum testing out random operating systems through history. In total we have 14 videos. 13 of them are of different operating systems while 1 of them is a review/ranking of the first 12 we tried.

All videos were successfully monetized except for 2 of them. The following videos of operating systems were monitized without a problem:

Windows 1.01 (1985)
Windows 3.11 (1992)
MS-DOS 6.22 (1994)
Microsoft BOB (1995)
Mac OSX 10.2 Jaguar (2002)
Windows 8 (2012)
Ubuntu 12.10 (2012)
Elementary OS Luna Beta 1 (2012)
Kubuntu 12.10 (2012)
Zorin 6.1 (2012)
Linux Mint 14 Cinnamon Edition (2012)

The following two videos did not monetize:
Joli OS 1.2 (2011)
Fedora 17 (2012)

Why did those two operating system videos not get approved? The exact message I got after about 24 hours of uploading the two videos was this:

"Your video is currently not approved for monetization. To consider your request, YouTube requires information regarding your commercial use rights for your video."

Then there is a checkbox
[ ] I can provide proof of commercial use rights Learn more

What happens when I click that button? Should I click that button? Why has this message even been displayed? Why only on these two videos? You can check out those videos to compared to the others on my channel?

Btw who actually looks at the videos to determine if they can be monetized?
 
You need to get in Contact with Red Hat, Inc. & Jolicloud and ask them to give you a Permission to be able to Monetize those Videos. I know at least from Red Hat for sure that those Guys don`t wanna see any Content on YouTube getting monetized without them knowing about.

About that Button:

You shouldn`t click on that Button till you get some Feedback from the Developer itself otherwise it will take Ages till you will get it approved for Monetization. As soon as you get a Mail/Document that granted you permission to monetize those two Videos you can click on that Button and attach the Mail/Document.
