When a video is under review for monetisation, do the views count towards the payment? So if people watched it whilst it was under review, would the page views appear on my Adsense?

Just my opinion:
No. I say this because YT indicated that if you have a video that as X amount of views prior to joining adsense, those views are not counted. So, I think, that until the video is approved, the views wouldn't count... Again, just an opinion. How long is it taking to determine?

yeah its not the views that get you paid.. its the views of the ad and the clicks that you make money off...no ad.. no money

I've Got It
As everyone stated before, no you're not earning money. A way around this is to private or unlist the videos while they're under review and as soon as they're approved for ads, you make them public.
