I really disagree with this. You can absolutely compare network-wide average CPMs.
Of course it is harder to *get* this information without having a significant sized channel and talking with networks... but guess what? I did that. About 80% of networks were fine giving me network wide average CPM for the months I asked for.
To the best of my knowledge, my current network, Omnia, has the best network wide CPM. When I joined they had ~$7 Net CPM in January ( a few months ago, I will edit if I get updated info). December apparently was $11 Net CPM. I am currently getting ~$11 CPM primarily due to demographics and content.

Flammy stated net CPM's for January which is the worst month of the year. Currently he is at $11 net. You listed a gross CPM. The simple math shows your $4 vs. $11 which is what I noted.
