Why not use the bulk annotation of fullscreen and audience tools plus handbooks? those will help your channel to grow
I think they will sort of promote you. I mean, if you put up a new video, follow them on twitter and when you see them online (like they just tweeted a few mins ago), that's the perfect time to tweet them your video and say it's your newest that you just uploaded. That way there's a high chance they will retweet it and people will see it. I see them retweeting people's (also partnered with them) videos all the time. They may also retweet your other tweets. For example, I tweeted them when I got partnered with them and they retweeted.
I'm not sure how to get them to follow you back on twitter, but if they do, there's even a better chance of them retweeting your stuff.
Other than that, I don't really know how they promote channels or if they do it at all.

You are the one who can help your channel the most by uploading great content on a regular basis, Your network is just a helping hand or a stepladder on the way up to fame,

Some promote you, but most just offer you the perks you mentioned. Looks like your channel's doing good though, you've got almost a million views!

Fullscreen offers tools for growth and a community of like minded people. There are some ways to promote, but for the majority of cases... growth all comes down to the quality of content and consistency on your channel. Just make sure you're utilizing the tools they offer (Facebook App, Bulk Annotations, etc) and keep checking for Gorilla campaigns as well. Extra money certainly encourages additional growth through extra incentive and being able to upgrade your equipment.
