What is Fullscreen network partnership requirements?

Fullscreen is kinda nice network and maybe i will apply in future but what is the requirements?
I cant see nothing in their site so can someone tell me?

I believe it is 500 subs 30-40k total video views, but they have been known to take talent without lots of subs/views
