Whats the best option for editing voice over tracks and altering what your voice sounds like?

Audacity. Free, simple to use. You can check out lots of tutorials on how to use it on YT, too.

Audacity is probably the best thing out there. You can make yourself sound like a radio presenter if you spend enough time editing your voice on it.
Filters I use are: Noise removal, bass and treble, normalize and amplify.
