Valve allows to use their Games for your Youtube Videos, so can i use the Portal 2 Sounds for an Animation I'm working on and monetize that?

Not 100% on that, Valve aren't the kind of people to go around claiming all that anyway, they like the publicity and such. It does list on their TOS (http://www.valvesoftware.com/videopolicy.html):

We're not fine with taking assets from our games (e.g voice, music, items) and distributing those separately

Which could cover taking the sounds and using them in something other than the game, I honestly don't think you will have a problem with monetizing it I would just be wary in my opinion, up to you to way up any risks

Valve say that they are happy for people to record and monetize gameplay of their games and such, I'm not so sure about soundtracks though.
