Where were you thinking of posting the thumbnail? On the community tab maybe? Do new channels have a community tab? If so, then sure that is fine to create a buzz. There is no rule against it but if you are a brand new channel, I doubt many people would get to see it.

maybe im understanding it wrong,,,,,, you want to post 1 picture as a youtube video on your youtube channel? If yes then It would seem like a useless post, or a wasted video slot,,,,, its different if its done on other platforms like fb ig for promotion,, I do ig story
