This happened to me too. What you need to do is remove all tags and make sure the title doesnt have anyhting copyrighted. Once you do that, disable monetization, wait 3 minutes and then try again.

Well, I had one under review for 2 days, decided to unmonetize, remove tags and remonetize but still stayed under review. Ended up deleting it and uploaded it again. Got monetized within 1 minute.

Did you add something new that you never have not used in the past like a sound effect, music, did a car playing music drive by.

theres music in 'royalty free' and i have the right links and everything that i was supposed to put tho so idk

Monetizing never worked for me, once I got partnered with Full Screen "claming" the video was a lot easier and I didn't have any problems. I wouldn't recommend using the Monetization until you get partnered with a network.
