Found Out A Way To Fix Your Videos That Are Still Suck Under Review!
Working As Of Today February 27th 2013!

Here are the steps:
1. Start Internet Explorer.
2. Sign in to YouTube and go to video manager.
3. Click on the edit button of the video you want to monetize and have been stuck under review for quite some time.
4. Cut and paste all the details in a notepad document.
5. Type anything in title and description. If this doesn't work try leaving description blank the next time.
6. Demonetize the video.
7. Save Changes.
8. Return to Video Manager.
9. Close the browser. Very important.
10. Start Chrome. (In incognito mode)
11. Go to the Video Manager Page.
12. Edit the same video turn monetization on.
13. Close Chrome.
14. Return to Internet Explorer and go to Video Manager.
15. It should be monetized if not give it 5 10 minutes and then it should be done.
16. Click edit and change the title, description and tags.
