TrueView with no Skip option

How does that work. I've noticed more and more ads ... not on my channel lol .. but they don't offer the option to skip. Which sounds good to me because that sounds like better payouts. Is this totally random or does it involve anything like .. video length, keywords, etc.
 
Since there's no option to select Standard In-Stream from the monetization options I'm guessing it's part of the TrueView and therefore .. random? Nothing that triggers them?

I have an option of selecting TrueView and Standard. Maybe it is just a partner thing.

I guess that's another feature I have to wait to kick back in then. I removed my old channel and created this one because I wanted to start fresh and do something new and apparently all my partner features reset. I was a partner from 2007 and you would think it would all just switch over to the new channel ... crap .. Wonder what I'll find next that I lost. LOL
