The Lowest Subs/Views To Full Partnership?

Hey guys I was wondering if anyone has heard of anyone becoming a Full Network Partner with less than 65subs/4000 total channel views?
Also I was wondering if anyone has any stats on how many people on YouTube are full Network partners? %0.05?

I've never seen anyone get full partnership with those numbers. And I believe only YouTube can provide those stats. I'm not so confident that's easy to obtain.

I doubt there is a statistic saying how many are. As for the stats, I just wouldn't worry about it. There's little point in getting a partnership when you get low audience sizes.

Yea dude fullscreen partnered me a couple days ago when I had about 65 subs, they said I had potential and they found my videos really funny. I was in complete shock because I have never heard of someone become a partner with that many subs, So I was wondering if im the first person to be subbed with soo little views/subs?
