From my knowledge Auction ads are for very targeted audiences. Due to how targeted they are the amount of views attributed to the specific audience is smaller than a broad audience. A specific audience costs more to advertise with due to the limited inventory in the area. Also know that Auction ads are sold by Google through its platforms and usually spike multiple times a month even as high as $1000.

Display ads are in many cases CPC based (advertisers bids CPC more often on display ads than CPM imho), maybe someone from top tier countries (US, CA, AU etc. - where are highest CPC prices) clicked on that single display ad impression which CPC was 0.95$ worth and you got that number :)

1$ CPC is not something out of this world and in fact is not rare at all for top tier countries, expecially if your content related keywords have high competition on AdSense, high bid.

Sometimes (very rarely of course :) ) can be ~5$ per click (CPC) so your CPM would be even 5000$ then, if that your single ad impression + click would be priced 5$ :)
