This is my first partnership, so excuse me for being a noob. Now that my videos are monetized obviously I have ads before my videos. Currently in my YouTube settings for my channel there is a section "Advertisements" and I have the option currently not allowing advertisements to appear next to my videos. Is this necessary to have ads appear next to my videos or can i leave it as is and have no ads appear next to my videos? Just some clarification would be nice Thank you guys

I think you would have to bring this one up with your network.

You have to set it to Allow advertisements to play on your channel/videos

I'm pretty sure that your network makes you have advertisements on your videos.

Ads are playing on my videos but its says appear "NEXT" to my videos....any difference?

You don't earn any revenue from ads on the right side when they display (unless they are displaying because of a overlay ad) so there isn't any need to enable it (I do anyway)
