No network has gaming licences (what i have learnt from this forum ) you have to email and ask them for permission also you should be able just to claim the video under Fair Use!

Well, most video game developers and publishers don't want their new games to be spoiled in public so they will take it down most likely. A lot of huge YouTube Gamers including Toby didn't include cutscenes on his LA Noire let's play. So yeah, you got the idea?
Uploading a cutscene is copyright infringement, because you are uploading a video created by someone else. If you are playing the game, it can be considered fair use, because it is your motions on their graphics with your commentary. Still though, you can get hit by copyright strikes or more commonly claims. That said, you should be fine in the most part. Just don't upload new games, Microsoft endorsed games, or games by Rockstar Games.
