As far as I've understood from various articles, Ray William Johnson left the Maker Network and is on his own right now, am I right? He is partnered directly with YouTube, right? So, who solves the copyright issues for him when he reviews commercials and stuff from TV? I've watched him review quite a few commercials in the past weeks...

When your as high up as him on the food chain people tend not to b***h. Ray left maker a long time ago and runs his own production company called runaway planet.
 
When I was partnered directly through YouTube they did have a support system for copyright stuff. They developed an opt in program that you could do to help with material like that so it had less issues. But when it did you could go directly to your partner representative and they will help you resolve it... The only issue is that they would take 3 business days minimum to get back to you for every email. If you don't answer everything in your first email you can be there for quite some time. That's another reason networks became popular.
 
I wrote about this recently xD Maker Studio are refusing to give him his adsense back under their contract so RWJ took them or is taking them to court (not completely sure when). Meanwhile he is moving to Blip as well as youtube to make money but is showing more "exclusive" content there.
 
What is his Blip.tv channel? I don't think he is moving to Blip.tv. He wouldn't earn half of what he earns on YouTube, no matter how great his content would be. Did he say this in any recent video?
 
Also as far as commercials go... you can reair them, he gives credit and tells you where they are from... so he is basically helping advertise for them.
 
Well he operates within fair use in Copyright law so.. I don't think he has any issues with copyright owners often and if he ever does he can afford to hire a lawyer..
