Honestly I don't think you should partner yet, especially if it is for the money.
You can make much more on AdSense at your level.

I would wait until you can partner with a network that gives higher CPM

They have a 2 year contract and there CPM is on the lower side.

I would apply, it cant hurt right? Worst thing is you get shot down, wait it out a few more months and apply again.
