How much does RPM pay per 1000 views?
Does mobile views count?
If i have 13k views until now would that be ok for paying good money?!

It changes depending on your contract and performance that month, so an exact value can't be given, but for your size, I'd imagine around $1-$3 CPM after cuts, but don't quote me on that.
Mobile views with ads do yes.
 
You're not back-paid on your views so forget any views you've already accumulated. Your views are a bit... sporadic, but with approx 500 monetisable views a day (you get about 1200 so that's about right), you'd likely earn about a dollar a week, if that.

CPM will differ based on so many variables nobody could possibly tell you.

Not all mobile views will count (this is to protect themselves from potential botters)
 
As for your first question, RPM have 2 contracts:
84 views per day: 60% of earnings for you
less than 84n views per day (doesn't matter how much): 50% for you
In terms of the money ads make, it can differ. Expect around a $2 average.
Remember, RPM could take 50-60% of that. So expect around a dollar per thousand views (average).

Mobile views: I think a lot of smartphone operating systems are starting to support ads on mobiles. I'm not entirely sure on this one though. I get ads on my phone but I'm not sure if they earn you money or not. Wait for some other people to tell you about that.

Third question: I'm not sure of this either. Wait for somebody else to answer this.

In reply to your third question, all views gained to this point are not gonna earn you money, and it really depends on your daily view count.

and another question where can i find my earnings?! Cuz i went to the rpm network i found tax/payment and it says " You have already submitted your tax and payment forms to Maker Studios and they are pending approval from our finance team. You will receive a notification once the verification is complete. It may take up to seven days for your information to be approved. If you need to make any changes to your information, please contact payments@makerstudios.com. "
SO what to do?!

They don't pay per view. Once you hit $50, they'll pay you. If you don't have $50 by the time you reach the end of the contract, then they'll pay you the amount you've managed to earn.
