Partnership Networks

So I looked through the listed partnership networks and some others, and I've read their "About Us" sections, but there's something that's still a bit unclear to me. What exactly does a network do and how are they beneficial? I know that they run certain adverts to boost your earnings for your monetized videos, but what are the other benefits? Do they really help you network amongst other YouTubers and help you capture the attention of target audiences? Because right now, it just seems like they scout for content creators that are already successful and are near being fully established. Are there any specific networks that focus on helping you capture the attention of target audiences? And are there any specific networks that are helping super small channels grow? I'm just wondering -- you don't have to tell me that I won't get picked up by a network because my channel is too small. I would just like to have these questions answered.

I didn't, actually. I didn't know what to search for. Do you have any links? I skimmed a few pages in the partnership forum but didn't see any that answered my questions. Just a lot of other questions. Would be great if you could help me out, thanks!
