So since I'm able to monetize I should be able to use a partnered background, choose my thumbnails and make a banner, correct?

nope. the most your ever going to get is choosing thumbnails unless you join a partner network like fullscreen, machinima or social blade. youtube is not providing those perks anymore.

some networks don't really care about content as long as you get views and subscribers in all honesty it doesn't really matter because most people are viewing your videos and stuff on mobile platforms. Just focus on content and expanding your channel and you will do fine. One of the best ways to get views is to post your videos on Forums related to your content. I am sure there is lots of computer network/tutorial forums on the web where you can post stuff. Good luck to you!
