Monetizing only for over 18?

So, i was checking out this monetizing thing through google's adsense and it said there that to be monetized, a person must be over 18 years old. Now, i've seen people who are under 18 but are partnered to networks like Machinima, socialblade etc(They had they're parents to sign the contracts). To be partnered with a network, should you also monetize your videos?
 
When you sign up for a network you would be letting them claim your monetization. When you sign the contract you do have to be 18+. In Google Adsense you also have to fill out W9 Forms and your bank account info so yes. Yes you do have to monetize your videos in the network, your network monetizes them. How else are they going to earn money? :B

Then how can people under 18 be a part of the network? I heard that in that case, your parents must fill out these forms and sign the contracts, am i rite?

Yes the parents would need to sign the contract, and fill out the w9/paypal information under their names.
