Monetizing Fails and Bloopers and other?

Hi all I'm new here it does looks a nice forum

My question is: Can it be possible? I saw some guys presenting fails and bloopers filmed via cel phone or camcorder by third person. When i press play there is an advertising before each video.
So if a guy is showing his face and putting videos like that is it ok for monetizing?

Do you own the footage that you are going to use? Like, if it's bloopers from the news or something on tv, or from other videos you can't monetize because you don't own the copyright for it. Sometimes people put advertising on stuff they shouldn't, but it super risky, and more often that not, youtube will act on it.

No i'm not the own and the fails and bloopers would be from other youtubers that upload their own videos took it by a cel phone and that's why i'm asking it... i saw a channel with a guy introducing fail and bloopers and he is a youtube Partner he upload videos every Sunday i can give you the youtube channel name if you want to take a look

No worries Yeah, you need permission to use whatever footage you are using. I'm not an expert though.

It's a bit tricky, and I'm personally not 100% sure the best way to go about it. There isn't a form on youtube or anything. Often people get written permission for stuff that youtube still ends up taking down, but from what I've heard, that's mostly music. Basically, if you want to use footage from someone else's video, ask them personally for permission to use it, and probably get it in writing (a youtube message would be best, I guess).
