Is this against youtube rules?

Youtube shows the full name of commenters and a pic of them, so I'm wondering if they make a rude, mean and offensive comment on my video can I then make a video about it without worrying about the video being flagged by the commenter? There is a option to flag a video because it invades your privacy.
 
If it bothers your friend or either he just wants to say start up a video series talking about his hate comments on his channel i think that would be a great idea i planned on doing this myself i seen high youtubers do this and they didn't blur out anything. I would say the best thing is to not intervene.
 
I think it's fine, people do it all the time. Besides people well know that nothing on the internet is private anyway :p
