Okay, I've just had an idea.
I was thinking of creating a Twitter account, and the purpose of it would be to help promote peoples channels.
The process would simply be:

• Send link and name
• It's posted

After a while, it would probably (and hopefully) get more followers and so would therefore be better for promoting videos with.
But I need to promote that myself, so is it okay to post about it and provide a link to it on this forum?

yes, good plan. Only thing is getting a decent amount of followers who will actually click the links.

Yeah as Kev said you need people to follow you, you could start following people you already know a little on there or perhaps even search keywords through their search for people who do related stuff to your own and follow them to gain a small follower base to begin with. You can post a thread on here in the Social Media Promotion forum and that could help you gain a few, I would follow you myself but I am inactive on Twitter but I can still be a stat to help you a little
