is joining a network the only way to get a custom banner?

I have decided to shy away from networks for the time being, but I still want a banner. Can you request this capability from youtube? Does anyone know?

nope partners are the only ones that can have the banner option

No you cannot, the only way to get them now is to join a network or you would have to previously had youtube partner before the changes.
