I have a good reputation but cant monetize my videos!

Hey There
i was banned from Adsense from making money and now its 6 months further and i cannot monetize my videos! even im not partnered with adsense anymore im a youtube partner now but i cannot access any partnership like freedom somebody pls help me the monetization button is red by me!
 
As far as I know if you are banned by Adsense and were banned whilst monetising your channel you can never monetise the videos on that channel again. This is where networks come in with your next channel although the YT TOS does mention you cant make a new one although I have never heard of them enforcing that.
