How Youtube Subscriber Notifications Actually Work

From the video i watched today its very simple.

#1 Subscribers who click notification bell will receive all notifications
#2 "Active Subscribers" will receive some notifications of new videos. The subscribers that are most likely to tune into your newest video.

This means any account that has not logged in for a period of time or youtube does not feel is active enough with your content will not receive any notification at all.
 
From personal experience, I only get notifications on my main account that I use, not any of the ones that used to be my main account before. They sent notifications for a little while, but once they saw that I wasn't using it anymore, they stopped.
