How easy is it to leave one network and join another?

If I was, for example, accepted by Fullscreen networks for partnership now could I stay with them for 3-4 months, then leave them, and then join, for example, Socialblade?

Is there any sort of knock on your account for leaving a network (any sort of 'time out' period between networks?) How long does it take for the network to leave your channel (I know you have to warn them 30 days in advance)? Just to make sure, it wouldn't leave a mark or anything on my account for leaving?

All this information would be detailed in the contract you sign.

My contract says that RPM gets to monetize my videos for one year.
Any new channel I create they get right of first refusal at partnership.

Just make sure that you've read the contract thoroughly when you signed up with the partnership network. If you've kept a copy of it for yourself then you should be able to refer back to it now to check. There may be some kind of a clause that you signed that might restrict how long you have to stay with them, or what other partner networks you can/cannot join afterwards. Tbh it all really depends on the contract that you signed :)

Just wanted to make sure Youtube itself doesn't set restrictions on how many times you can leave one network and join another.

yeah, thats probably the best idea :) just make sure you know all the ins and outs of it all :)

I am assuming, in entering a, "partnership" you in effect entered into contract with said partner... That being said, I'd say they have WAY more control in the matter of your coming and going than you do. However, there may be a chance that you can, at will terminate the contract or Opt Out somehow? I'd start by reading the terms and conditions of your agreement with them.

While contract law doesn't account for, or award punitive damages for breach of contract, if you are at fault some how and your partner wants to get litigious, they may have a good faith claim against you for loss of expected gains and have the ability to keep you in the contract, and/or keep you from entering another contract with another entity. And if successful in this action, would also have a valid claim for damages incurred by initiating a suit against you, i.e. lawyers fees.

However, I think you'd need to be a major work-horse for them and generating a fair amount of revenue through your partnership in order for them to take any action. Better to be safe than sorry, so do your homework and scrutinize any information you have. Good luck.
