How come some "partners" can still use copyrighted music?

So I've noticed on a lot of videos, even by really famous youtubers like nigahiga, that there are often times where they used copyrighted music. It' usually only for a few seconds, but still, is that allowed? And I noticed it before "networks" came into the picture as well, there were quite a few youtube partners that still used copyrighted music. Is it allowed in certain circumstances or what?

Their networks cover them. Fullscreen, for example, covers for many songs that people use.

They pay most likely - A YouTuber like nigahiga could easily afford this.

Or their network covers them
 
They could have bought the rights to use the song, like some do.
 
A lot of artists, will gladly allow bigger youtubers to use their music. If you look at KSI, he's a prime example of getting people's music a hell of a lot bigger. Like "Get Hyper". Even I've been struck up a few deals with small music makers, to use a specific track they don't usually let anyone else use and in turn, I promote their music.
 
In most cases it isn't aloud and if they're a small Youtuber, the network won't really help them and possibly remove them in the worst case. The big channels are more protected by the networks because they are gaining allot of money for the network. MrTechnicalDifficult has two copyright strikes, he can only have one more then his channel gets closed. He uses at-least one piece of copyrighted material in most videos (A channel like this would normally be kicked out then re-invited back to be kicked out again to bare twice the amount of sadness. Maybe I'm wrong but you still get the point ). The network is allowing him to stay because he's providing them with allot of money through revenue.
 
Actually, you have a legal right in the united states to cover songs.. Lookup "mechanic license" .. There is a set fee you must pay and as long as all ducks are in a row and people are paid (and forms are filed) you can reuse any song.

No matter what others have told you here it comes down to this, and this only.

Nigahiga makes about $25,000 everytime he uploads a video. I'm pretty sure he doesnt mind paying a few bucks here & there.
