How come I cannot get fully partnered with FullScreen?

I emailed Fullscreen about why I can not get fully partnered. And they said that I have a community strike. But now that it has expired like two months ago, I still can't get fully partnered. I don't get why they're saying I still can't get fully partnered. The strike is already gone and I checked on my settings in my youtube account and everything is good and green. They said to contact my partner manager also about it, but I have no clue how to find out who is my partner manager.....Please can someone help me with this. I have signed the contract already with fullscreen a LONG time ago. And this is just getting ridiculous.
