HELP!

I have checked everywhere to try and find information on this but I just can't find anything! Do you have to pay YTTalk to advertise your videos/channel and if so how much I am very confused I know I use the virtual money but how do I get to give them the virtual money or whatever anf what happens if I don't do this?

So by getting the VIP membership you have the ability to advertise your videos channel etc.!?
