Fullscreen "Bulk Annotator"

Hey guys I am currently a Fullscreen partner and wanted to get into more of the benefits it gave me. So I found that it offeres a Bulk annotator. I have read the instructions on how to use it, but still can't understand! Can somebody please explain simply how I can benefit my channel using this program!?

I have no idea what bulk annotator is... I will soon though. I'm waiting for a strike to be removed before my partner manager will let me link my channel to their CMS
