Fullscreen Arcade?

I started my channel about 1 and a half month ago and I am trying to grow.
As of now I know I won't be partnered by any network, but I have a question.

What is the minimum requirement to join FullScreen Arcade?
Is it better than RPM?

it is way better than rpm and i think requirements atm are low and something like 250 subs and 5000 views, not sure.
