Facebook & Twitter annotations?

Hello, I've tried Googling this and I just can't seem to find an answer. How on earth do I make an annotation with a Twitter link for example? I am a Creator X partner.

Social media annotations are a pilot program for a select few partners. Only a few few people actually have them. They are not net available to everyone else at this time.

You would have to either edit the Twitter HTML tag (which is impossible) or upload the file Google requires you to to Twitter, which is impossible too :|
