Does "external annotation links" simply mean directing viewers to another website when they click on your video?

I think it allows you to link thing on your youtube video that are verified ON your youtube channel, I'm not entirely sure WHAT you can verify, possibly something like your OWN website (For example, a paid for domain in your name)

That's about all I know about it though////
