Do my videos have to be public in order for the "in review process" of the monetized video to be completed?

I do want them to be public, just not when they arent monetized.

Never ran into this problem with monetizing my videos, public or private... if anything just monetize them and keep them public... you can do that while they are processing....

You can have them private. I have done it on my last 6 videos.
