Default Resolution for OTHER Viewers

I'm not sure if there's a way to set up what resolution your videos will default to when other people view the videos. When I test my video resolution it comes up as 360p default and I have to switch to 720 or 1080 while the video is going. I even have it set up so when I view videos it views in the highest resolution possible, which obviously isn't happening. Any info would be nice.
 
It is the personal setting on your own YouTube channel. YouTube does consider your internet connection though in determining the quality of the video when you have "best possible" selected. So if you're defaulting to 360p, it's likely because YouTube thinks your watching experience will be interrupted by buffering, so it downgrades the default quality.

You cannot force a quality setting on another user.
