What is the difference between "Claiming" and "Monetization"?

Nothing unless your account is enabled for Content ID matches which you can't do unless you link your channel to your (or someone else's) CMS account. That's the only difference with monetization and claiming options - you can't enable Content ID on videos with monetization.

I'm pretty sure that claiming is when someone claims some of your content as owned by them, or you claim someone elses for the same reason, Like a copyright claim, monetization is just the act of putting ads on your videos

Claiming is where you are claiming a video under a particular network (Content ID). Monetization is just generating money from a particular video and there is no Content ID.
