Can't reply to some users' comments

I apologize if somebody else has already asked about this, but I can't seem to reply to certain users on my videos. My only guess is that they haven't linked their accounts with Google+ (a totally understandable thing to want to avoid). If that's the case, does that mean it's impossible to reply to a comment just because the user doesn't want anything to do with Google+?

If you reply via G+, you can turn off replies to your comment. Hope that helps!

They have something turned off in their settings somewhere. I get comments like that sometimes and it's really frustrating!

Yeah, like the other two above me said, some of them may just have unfortunately disabled that setting. This bugs me a bit too, as I feel rude not replying to their comment!
