Some royalty free sites provide a document that you can use if YouTube strikes you. TeknoAxe for example, has a downloadable permission document. Of course, you could easily forge a permission document, but it is provided.

Some Royalty Free Music have terms where you purchase them then they're yours to use for any purpose, and you can't get a strike for that.
