Can you monetize videos that have partial clips by other creators?

I think I read a thread somewhere ago discussing about commentary videos that have a few second clips of videos by other creators, but I can't find that thread anymore XD arg, my horrible searching skill.

Anywho, can you monetize videos that have partial clips created by other people? Would that fall under fair usage or would you get a copyright strike anyways? If it does fall under fair usage, what is the duration limit (like how many seconds before it no longer qualifies as a fair usage for YouTube)?

I remember seeing videos where people comments or discuss about other people's videos (so you inserted a short clip made by other people) in your own video and talk about it. The best example I can think of is RWJ's videos. Can you monetize videos that are not 100% created by you?
 
the duration thing is a myth and no you can't. To use anything of somebody elses content you require permission, a license or that it's royalty free (with a license)
 
if it fair use it's ok. But I'm not a lawyer and I'm sure everyone here knows how complicated it is to correctly use the "fair use" claim.
Commentary about the content is fair use but you can only show the exact amount you need to be able to comment on it, and also not show enough of it to stop people from watching the original or conflict with the orginal...
but the problem is no one knows exactly how much is the exact amount you need to show... and copyright owners can threaten to/and sue you regardless of if it's fair use or not so tread lightly my friend. Good luck making the right choice
 
If someone used my content I'd be all over 'em like a rash!
Someone did ask permission to reupload one of my videos to their channel a few weeks back - I politely declined and state dthey are free to link to my videos, but not to reupload them to their own channel. It takes me time to create my content, why should I share it for free and take revenue away from myself?!
Always ask permission first, but even then I'd avoid it TBH.
